Great Powers
According to this, Russia is not joining NATO because:
"Great powers don't join coalitions, they create coalitions. Russia considers itself a great power," the Russian ambassador stressed.
But according to this, in 2005 America both tried to join the SCO alliance and actually got rejected:
"Last year when the SCO accorded observer status to four countries, it rejected a similar request from the United States."
This is an excellent move by the US. Instead of grandstanding about being a "great power", it went cap in hand to join a second-rate alliance. All part of walking softly.
